Provides guidance to sites from the application for eligibility through the submission of the self-study, including managing the eligibility review, additional branch, and reaccreditation process. Rachel manages CEA’s educational technology and is a trained site visit representative. Rachel has experience as a DSO, IEP Director, and educational technology specialist in higher education settings. She has an MA in TESL and an MS in Educational Technology. She has served in regional leadership roles in MIDTESOL and is a member of AECT. 

Manages the site visit process, including conducting site visit scheduling, training contractor and staff representatives and peer reviewers to carry out site visits, reviewing post-visit team reports, and serving as the staff liaison to the commission’s Reviewer Selection Committee. Melissa holds an MEd in Educational Leadership and an MA in TESOL. She has taught in higher education settings in the US and internationally. Melissa also has created and implemented training and professional development programs for administrators and instructors in the English language teaching field internationally through the US Department of State English Language Fellowship and Specialist Programs and served a three-year term on the TESOL International Association Standards Professional Council. Melissa was appointed to the Fulbright Specialist roster in December 2025 for a three-year term. 

Supports CEA’s compliance reporting activities for review by the Standards Compliance Committee and provides regulatory support throughout aspects of the accreditation process. Serves as the staff liaison to the Research and Expansion Committee. Acts as a site visit representative, reviews site reports, and regularly delivers presentations, workshops and training events. Emily’s prior experience includes program coordination and teaching in various settings, including adult education, community college settings, and in private and public institutions abroad. She has an MA in TESOL and serves on the fall professional development committee of the Association of Specialized and Professional Accreditors (ASPA).

Manages the review of interim reports, annual reports, substantive change reports, and responses to reporting requirements issued with the grant of accreditation. Acts as the staff liaison for the Standards Compliance Committee and is a site visit representative. Masha’s prior experience includes program management, teaching, and curriculum development. Masha has an MA in TESOL and a PhD in Linguistics. She is a former membership secretary for Washington Area Teachers of English to Speakers of Other Languages (WATESOL), a regional affiliate of TESOL, and completed a three-year term on the membership committee of the Association of Specialized and Professional Accreditors (ASPA). She currently serves as a proposal reviewer for EnglishUSA.  

Supports decision-making and agency operations through  collection, analysis, and reporting of data for internal and external sources. Produces written reports for accreditation process activities based on analysis of site responses. Acts as a site visit representative and delivers workshops and training events. Serves as the staff liaison for the Policies and Procedures Committee. Engin holds a degree in TEFL and an IDLTM (Cambridge ESOL - International Diploma in Language Teaching Management) and is pursuing a doctorate in Educational Leadership. He has worked at higher education institutions in the US and Türkiye as an ESL/EFL instructor and administrator for 25 years, and served as a director-at-large on the Executive Board of EnglishUSA and as an academic member on the Board of Directors of the Association of Specialized and Professional Accreditors (ASPA). Engin serves on the candidate selection committees for the Humphrey Fellowship Program and the English for Heritage Language Speakers (EHLS) Program.  

Supports the accreditation process through organizing training workshops, coordinating staff review of self-study reports, and assisting with other aspects of the accreditation review process. Supports compliance reporting through producing written reports based on analysis of site responses. Acts as a site visit representative and as the staff liaison for the Standards Review Committee. She has experience in teaching, assessment, immigration, development, and administration in English language programs and institutions, as well as K-12 international education and has been a trainer and director of a site location for the Fulbright Teaching Excellence and Achievement Program. Rebecca has an EdD in Educational Leadership and an MA in TESOL. She is a graduate of the NAFSA Academy, a member of NAFSA Trainer Corps, and previously served a two-year term on the NAFSA Trainer Corps leadership team. 

Responsible for the management of CEA’s accounting and business operation functions, including accounting and budgeting. Supports the Executive Director in monitoring the agency's financial position, contracts, and reporting to the Finance Committee. He has experience in government, for-profit, and non-profit financial management and holds a master's degree in finance and financial management and bachelor's degrees in economics and mathematics.
